EUPHRESCO Pilot Calls for Phytosanitary Research
EUPHRESCO has 24 partners that finance or manage national or regional phytosanitary
(regulated/quarantine plant health) research programmes in Europe. Many of these funders are
contributing funds to joint calls for specific phytosanitary research topics. These are pilot
calls that are intended to:
- Test the trans-national funding mechanisms, processes and tools developed within the EUPHRESCO ERA-NET Project through short, specific research projects.
- Build confidence in trans-national phytosanitary research funding and facilitate further joint calls in the future.
- Produce research outputs that will support European Plant Health policy and operations.
- Contribute towards maintaining and developing European phytosanitary science capability.
EUPHRESCO Partners are providing in excess of 1MEur funding for these pilot calls via two
competitive funding mechanisms, the
virtual common pot
and real common pot.
The virtual common pot
For a joint call: each country (organisation) participating in a call commits to providing
funds to a virtual 'pot' (total funding available), which may involve a Memorandum of Understanding
between funders. However, each national funder pays only for the involvement of its national
researchers in projects resulting from an open common call. This funding mechanism is, like
for the real common pot, a competitive mechanism: there is competition between research
consortia; there may be competition between national research providers within individual
countries, though some national funders may have restrictions that mean that they can fund
only one specific research organisation (national eligibility criteria). There is no
competition between countries. Once the best projects are selected for funding, the national
funder simply meets the costs of its national researchers through its normal contracting
procedures. There is no trans-national flow of funds.

For a joint call: each country (funding organisation) participating in a call provides funds
into a real 'pot'. Proposals compete and the best projects resulting from an open call are funded.
There is a trans-national flow of funds.
